California law does not allow an employer to take away (use-it-or-lose-it) vacation days or personal time off because an employee did not use up all of the time by the end of the year. These policies are illegal in California. 

When an employee leaves a job in California, an employer must timely pay for all accrued vacation time and personal time, along with all other wages, compensation, hours, and/or salary.
